Kotka has New Strategy
|
The City of Kotka has renewed its strategy
and vision and approved it in March 2002. It is made by
BSC-method (Balanced Score-Card) developed by the City Council.
The new vision 2010 reads: "Kotka, city
by the sea, is an initiator and promoter of local, regional
and international cooperation. Kotka citizenship is based
on active participation, entrepreneur ship, own responsibility
and social justice. The City of Kotka utilises the latest
know-how in development of population and well-being of
environment, as in all its activities".
Kotka Strategy is based on four aspects:
effectiveness, control of resources, processes and structures
and know-how. In the effectiveness category there are briefly
five key success factors: balancing the economy, securing
the welfare, job and population development, succeeding
in regional co-operation and development of influence possibilities
of inhabitants.
In the category of processes and structures
there are four key success factors: lightening structures
of organisation, broadly based development of services,
focusing the business policy and exploitation the regional
volume in co-operation.
Key success factors of control of resources
are: control of economy and sufficient financial margin,
control of human resources and business service products.
In the field of the information society, the approved know-how
key success factors are management, skills, customer based
service production and well-being of personnel.
The vision and strategy of Kotka is carried
out by the annual budget and economic planning process.
The balanced score-card method has proved to be a very good
tool to meet the challenges of the future.
