Lake Viktoria Cooperation
UBC has been chosen by the Swedish International
Development Authority Sida as consultant to assist the cities
around Victoria Lake to make a similar organisation, Lake
Victoria Region Local Authorities Co-operation (LVRLAC)
operational and turn it to an efficient tool for co-operation.
This project has been prepared through several
visits by UBC representatives, and we have now signed a
general co-operation agreement between UBC and LVRLAC.
An operational activity plan has been created,
based on a visit by Mr Juhan Janusson, UBC EU-Coordinator
and Mr Pawel Zaboklicki, UBC Secretary General, in Entebbe
in May 2000.
LVRLAC presented a priority list, adapted
by the board. The list was operationalised in terms of concrete
projects during the visit.
This list was processed considering the possibilities
for UBC to find experts in the project areas. In that process,
a number of proposals were sorted out because UBC do not
have the competence.
The processed and edited list was approved
by Sida and by LVRLAC. The next step was to create this
project description, consisting of description of activities
and a budget.
The proposal consists of five concrete activities:
- Study tour by LVRLAC to Baltic Sea Region. The LVRLAC
delegation will visit Gdansk, Kalmar, Stockholm and Turku
at the end of March or beginning of April 2001
- Functional internal communications. Mr Magnus Rydén
from Kalmar created the basis for the UBC homepage and
emaillists. He will be engaged in doing the same for LVRLAC.
- Functional Secretariat. Ms Iwona Smigerska-Belczak,
UBC Secretariat, will assist in creating routines in the
LVRLAC secretariat
- Environment Pedagogic Centres. Mr Guldbrand Skjönberg,
Nacka, will create conditions to establish pedagogic centers
for the public and school-children for sustainable development
- Support for building the LVRLAC Women's Network. Ms
Hjördis Höglund, chairwomen of the UBC Women's Network,
will assist in creating a network similar in the Lake
Victoria Region cities.
Juhan Janusson, UBC EU-Coordinator, is overall
project leader. It shall be noted that the activities are
carried out on consultation basis, which means they will
give UBC income. There is no risk that the UBC membership
fees will be used in the Lake Victoria Region!
