PANEVEZYS LA 21 FEASIBILITY STUDY

The feasibility study included several working groups on environment, education, university and business. Below, the work of the environmental group is presented.

The group gave priority to such issues as environmental factors, research of noise pollution, examination of health of citizens in residential areas and rehabilitation of citizens influenced by noise and pollution of the atmosphere.

The level of air pollution in Panevezys was investigated systematically by monitoring the ordinary air pollutants: concentration of nitrogen, sulphur oxide, carbon monoxide, dust and formaldehyde.

The concentration of specific pollutants was investigated in air and soil, land and water and the City Noise Map was also made.

After this research, certain city districts were identify as having different levels of dangerous factors and the health of citizens from these districts was examined. Respiratory diseases were the most prevalent in both clean and polluted districts. In the relatively clean district oncological disorders made up 0,45 % of the diseases and in the polluted districts 1,7%; cardiovascular diseases 16,6% and 17,5%, injures and intoxications 0,45% and 2,6% respectively. The research showed also that living in noisy districts led to increased cholesterol. The research of noise influence to the health in one of residential areas is still under way.

In order to reduce the influence of dangerous environmental factors to the health of the citizens living in unfavourable medical conditions, the Ecological Rehabilitation Programme was created and implemented. Ecological rehabilitation was applied to 80 citizens and almost all of them received a positive effect.

In addition, preparations have begun for Municipal Environmental Audit and the University and Educational groups have raised the idea to establish the Environmental Training Centre in Panevezys.
