Info from the UBC Commissions UBC Commission on Culture Meeting of the Board, Tukums, on 19-21 March. The first meeting of the new board of the UBC Commission on Culture took place in Tukums, Latvia. Tukums Museum and its director, Mrs Agrita Ozola, hosted the event. The agenda comprised the following topics: 1. The board accepted a report on the commissions activities during the years 2001-2003. 2. A new project the Water Energy Festival which will take place in Gdynia, Poland, in 2005 was presented to the board via representatives from the city of Szczecin. The host city is seeking the participation of the Commission to aid in finding artists from the Baltic Sea region that use water as a central media/material for their work. Organisers also are seeking financial support for this project. Ultimately, it is the goal of the organisers to see this festival tour to other cities in the region. The board agreed to participate in the networking process and will discuss further contributions and possible financial commitments at a later date. 3. The board was updated on the progress of a previously approved book and lecture project, A Strand of Baltic Pearls: A History of Cities in the Region. A special meeting is to convene on 30 May 1 June 2004 in Szczecin, Poland, at which various academics and historians that will contribute to the book and the related lecture series will be invited to discuss their efforts in greater detail. Board members will be present at this meeting and will convene a separate session to discuss Commission on Culture business 4. The board discussed potential topics and sites for the CoCs annual general meetings in 2004-06. The topic proposed for this year is the means and methods available for sourcing funds from the European Union for local cultural events, and proposed Bergen, Norway, as well as Brussels, Belgium and/or Strasbourg, France, as possible sites for the meeting. In 2005, the board proposed a dissection of economic models and structures for museum operations at the local level, including the development of educational programmes and means of enhancing cooperation with municipal governments. The city of St. Petersburg was proposed as host with programming support from Tukums Museum officials. In 2006, the city of Vaasa has offered to host the commissions annual meeting that will be focused on the development and management of international cultural co-operation. Vaasa will celebrate its 400th anniversary in 2006, and officials have proposed a May date for the CoC session as it will coincide with an international choir festival in the city. In concluding its session in Tukums, the board vowed to take a more pro-active stance in developing the network of cultural institutions in UBC-member cities. This includes more frequent correspondence with city officials and those from local institutions about ongoing and upcoming cultural events and efforts to improve the frequency of information updates on the UBC web site. The meeting gathered representatives of 12 cities from 7 countries: Denmark, Estonia, Finland, Germany, Lithuania, Poland and Sweden. In 2004 Commission on Sport responded to the decision of the Council of European Union, hence the annual meeting was devoted to the European Year of Education through Sport (EYES). Presentations made during the meeting showed the best practices of education through sport on the example of sailing, rugby and kick-boxing. The aims of all mentioned sport activities are to encourage young people to develop their physical as well as social capabilities e.g. teamwork, solidarity, tolerance, fair-play. In EYES 2004 Commission on Sport has decided to allocate the grants for sport initiatives with a special focus on promoting the social inclusion of disadvantaged groups through sport and education. Move your body, stretch your mind grants will help to raise awareness among educational and sport organizations of the need for cooperation to develop education through sport, as well as to take advantage of values conveyed by sport, to increase knowledge and skills, to promote the educational value of mobility and pupils exchange. One of the EU-funded programmes that has been in operation since last year has ensured a wide range of information campaigns for general and tightly targeted audiences. Some of them that are just reaching their conclusion include: an information & awareness campaign on Europe on 1 May to increase public awareness of the main values of the EU and enhance the sense of belonging to a space of liberty, security and justice. a project highlighting what's at stake in enlargement - to allay fears and prejudices, and to promote European cultural diversity. a project using rivers as information activity symbols of a public nature, highlighting common features and disseminating basic information on the acceding countries. familiarising EU local authorities with their counterparts and structures in the future member states; a travelling exhibition of large-scale pictures of smiles of citizens from the future member states, offering information on the EU and the acceding countries. identifying fears and prejudices of Spanish, Italian, and Greek consumers and addressing them through positive information on the accession of the new countries, and the economic benefits resulting from enlargement. comparisons of the expectations of young people in the EU and in the acceding countries, with booklets distributed through schools and generating a dialogue on the web. "Europe for kids!" - albums and TV programmes about the acceding states, directed at children. enhancing sympathy and tolerance towards newcomers from the acceding states and encouraging the involvement of non-governmental organisations associations in solidarity actions. increasing awareness among handicapped people of the opportunities and consequences of enlargement. telling young farmers about enlargement and the new member states. informing smaller firms about the acceding countries' economies and the consequences and opportunities of enlargement. Source: Enlargement Weekly Ten new commissioners in EP hearings this week One hour and 20 minutes. That is the time set aside for the hearings of each future commissioner from the ten new Member States joining the EU on 1 May. The hearings in the European Parliament over the next three days started out on Tuesday 13 April with commissioners from Latvia, Hungary and Malta. They followed on Wednesday 14 April by the commissioners of Slovenia, Czech Republic, Lithuania, Poland, Slovakia, Cyprus and ending on Thursday 15 April with the Estonian commissioner. Even if the conservative EPP group of the Parliament has announced in February 2004, that it would use the hearings to look into the "professional and political activities in the previously communist states" of the future Commisisoners, the hearings are set to remain largely ceremonial in spite of the fact that several of commissioners are actually ex-Communists. This is due to the fact that the Parliament cannot single out individual Commissioners for formal disapproval. It would have to dismiss them as a group that makes this option politically impossible in real life. Source: EurActiv Top EU managers from new member states The European Commission has set itself ambitious objectives in recruiting new officials coming from the new member states, with an unprecedented commitment to reserve 8 posts in 2004 at A1 level (the EU's highest grade for officials) and 29 at A2 level. Rigorous selection procedures will apply to all recruitments. And over 2004-2010, recruitment at A2 level is expected to ensure the appointment of one official from Malta, Cyprus, and Estonia; two from Slovenia, Latvia and Lithuania, three from Slovakia, six from Hungary and the Czech Republic, and 16 from Poland. There should be 10 new A1 posts: the objective is that at least one national from each member state holds a Director General, Deputy Director General, Head of Department or similar function. A specific regulation is under discussion in the Council which will allow a break from the usual EU Staff Regulations rule that "no posts shall be reserved for nationals of any specific Member State". Source: Enlargement Weekly Bigger and better Baltic Trade prospects European Trade Commissioner Pascal Lamy has been visiting Vilnius, Riga and Tallinn to discuss the trade implications of accession with the governments, business and civil societies of the three countries. As he prepared to leave last week, he said: "When I arrive in Vilnius we will have exactly 30 days to go before enlargement and I want to make sure that we are all ready for this historical event. Estonia, Latvia and Lithuania are already members of the EU trade family and I wish to review with the governments, business and civil societies of the three countries the ways to promote our common interests together in all aspects of our trade policy." Much of his visit was devoted to exchanging views with the Estonian, Latvian and Lithuanian business communities on trade and enlargement in general, and in particular on issues such as the extension of the EU-Russia Partnership and Co-operation agreement to the ten new member states as from 1 May. Lamy underlined that accession will not have a "big bang" effect on the business communities in the three countries: enlargement has already effectively taken place in terms of opening trade between the EU and Estonia, Latvia and Lithuania, resulting from the Europe Agreements between the EU and candidate countries. Moreover, joining a 25 member club will give a stronger leverage to the three countries' business communities on the world scene, he said. Since April 2003 Estonia, Latvia and Lithuania, as well as all other accession countries, already participate in the definition of the EU's trade policy. Source: Enlargement Weekly Spring forecast sees ray of light for EU economies, but clouds remain Commissioner Pedro Solbes presented the Commission's Spring Economic Forecast 2004 on 7 April. According to the Commission's predictions, the eurozone could see an economic growth to 1.7 per cent in 2004 and 2.3 per cent in 2005. Inflation is expected to fall from 2.1 per cent in 2003 to 1.8 in 2004 and even further to 1.6 in 2005. Despite the economic growth, the employment situation will only slightly improve. Nevertheless, the Commission also identified several issues that could undermine a continuation of the economic growth: macroeconomic imbalances in the US economy, rising oil prices, the lack of consumer confidence and the threat of more terrorist attacks. The Commission also warned that the fiscal situation in several countries is deteriorating. In general government deficit in the eurozone will remain at 2.7 per cent of GDP in 2004. Six countries (France, Germany, as well as the Netherlands, Greece, Portugal and Italy) are expected to exceed the stability and growth pact value of 3 per cent budget deficit. The ten new Member States, who already delivered a steady growth of 3.6 per cent in 2003, will see their economies pick up even further with average growth rates of around 4 per cent for 2004 and 2005. The strongest acceleration is foreseen for Poland. Source: EurActiv Theme Meeting attracts interest Pat Cox, President of the European Parliament, is one of the speakers at the opening of the Nordic Councils Theme Meeting on the EUs Northern Dimension 14-15 April in Helsinki. Two weeks before the enlargement of the EU, and two months before the next European Parliamentary election, much media attention is taken up by discussions on future co-operation in Europe. The EUs Northern Dimension is very much about co-operation with EUs large neighbour in the north-east. About 15 Russian politicians and civil servants will attend. Another speaker at the opening is Mikhail Nikolaev, Deputy Chairman of the Russian Council of Federation. Altogether over 400 participants is expected, of whom about 20 come from the Baltic States. The media are represented by about 60 journalists and photographers, in particular from the countries around the Baltic Sea. Source: The Nordic Council Finance the Northern Dimension! The Northern Dimension needs to take the next step, Jens Christian Larsen, Danish MP said at the Theme Conference in Helsinki today. Larsen would like the Northern Dimension to be an active program rather than merely a political initiative and thinks the work should be divided up between the different stakeholders. He also emphasised the importance of EU enlargement for work on the Northern Dimension. We also need to find a permanent method of funding the Northern Dimension that makes it more robust, he said. Larson would also like special criteria to be drawn up for applications for funding under the auspices of the Northern Dimension. He rounded off by calling on Nordic MPs to continue to support work on the Northern Dimension. Source: The Nordic Council Norwegians recruit neighbours Swedes and Danes will be eligible to apply for jobs in them when a number of state institutions in Norway complete a controversial relocation programme, Swedish Radio reports. Eight state institutions are moving from Oslo to small municipalities elsewhere in the country as part of a three-year process. The Civil Aviation Authority is already advertising for Swedish and Danish staff. The massive project covers a total of 900 employees and is the biggest ever relocation to sparsely-populated areas in Norway. The plan has been at the centre of a storm of criticism and many of those who work in the capital do not want to move. The Civil Aviation Authority is looking for staff in Sweden and Denmark, including aeronautical engineers and others with aviation experience, e.g. aeroplane and helicopter pilots. Thirty-odd jobs have been advertised so far and several Swedes have already made enquiries. A total of 110 employees will be recruited by 2007 in one of the biggest recruitment drives in Norway. The Maritime Directorate and the Competition Authority are among the other bodies to relocate in an attempt to provide a boost to small municipalities. It now remains to be seen whether other state institutions will have to turn to the neighbouring countries in order to build themselves up from scratch again. Source: The Nordic Council EP annual report on human rights focuses on terrorism MEPs in the Foreign Affairs Committee adopted the EP annual report 2003 on human rights in the world for 2003 on 6 April 2004. The report, drafted by Vronique De Keyser (PES, Belgium), puts the spotlight on the fight against terrorism, reproductive health and the rights of disabled people. Conservative MEPs had previously blocked approval of the report, claiming it gave too much backing to terrorists and not enough to their victims. Following the bombings in Madrid, the parts of the report dealing with the fight against terrorism have been modified. The report stresses that the fight against terrorism has to take place in the framework of international law and that democratic countries must set an example. MEPs call on the US authorities to put an immediate end to the legal limbo in which the detainees held in Guantnamo Bay have been placed and to grant them access to justice. MEPs insist that concerns on human rights situations must be discussed more openly and regularly at association/cooperation councils and at EU summits with third countries and that the human rights issues should be reflected in the meetings' conclusions. Turning to the Israeli-Palestinian conflict, the Foreign Affairs Committee condemns all acts of violence, including extra-judicial killings, indiscriminate terrorist attacks, the continuing Israeli settlement activities and the construction of the "security fence". Protection of the fundamental rights of disabled people, of whom the UN says there are more than 500 million in the world, occupies another central place in the report. MEPs deplore the human rights violations experienced by many disabled people in the world, notably those living in institutions where they are subject to degrading treatment, violence and abuse. They condemn the unacceptable obstacles faced in some countries by disabled children, adolescents and students in gaining access to education or training. MEPs express full support to the signing of a new international convention to ensure the full enjoyment of human rights by disabled people. Source: EurActiv Russia enlargement deal close Leaders from the EU and Russia met in Dublin on 14 March in the hope of agreeing a last minute deal on the Unions enlargement. In spite of mixed messages from the Russian side in recent days, it is hoped the two sides can end months of wrangling over the imminent expansion of the EU. Before no agreement has been found on extending a key EU-Russia agreement to cover the 10 new countries entering the Union on 1 May. If a deal cannot be reached, goods from the 10 new member states would be subject to different tariffs to those from the current 15. Moscow earlier caused uproar in Brussels by insisting that an extension of the deal was not automatic, demanding that a host of issues be addressed before finalising the document. Last month Russian and EU officials said that 90 percent of these issues had been dealt with. Many hope they can polish off the other 10 percent today. The deal is likely to be agreed before the 1 May deadline, however this date is now largely symbolic. Diplomats say an interim deal will be needed, as the formal extension of the bilateral accord cannot now be put in place in time for 1 May. Source: EUobserver Collaboration with Russia important The Nordic countries must seriously start to exploit the potential of co-operation with Russia, said the Icelandic Minister for Co-operation and spokesperson for the Nordic Council of Ministers, Siv Fridleifsdttir, at the Nordic Councils theme meeting on the Northern Dimension. In her speech she emphasised the importance of co-operation between countries in east and west in order to strengthen democracy and to ensure stability and economic growth at a time when the European co-operation structure is undergoing political change. Siv Fridleifsdttir said in her speech that there was political agreement to increase Nordic efforts in Northwest Russia and to strengthen political co-operation with the Baltic States. Through its institutions and funds, the Nordic Council of Ministers will strengthen projects in Northwest Russia, with the aim of reducing the economic and social discrepancies between the EU member states and non-member states. We are happy to have been able to contribute to the development that has made Estonia, Latvia and Lithuania among the most exciting members of the new EU, said Siv Fridleifsdttir, referring to the collaboration that has been established between the Nordic countries, the Baltic States and Northwest Russia. About 20% of the Nordic Council of Ministers budget has been earmarked for the Baltic States and Northwest Russia. Siv Fridleifsdttir also mentioned the Nordic Council of Ministers demand that the Baltic Sea be declared a Particularly Sensitive Sea Area. She expressed her hope that Russia would endorse this initiative so that it would take in the entire Baltic Sea. Source: The Nordic Council Baltic Assembly flexes its muscles and considers new shape The speakers of parliament from Estonia, Latvia and Lithuania agreed on April 3 during a meeting in Jurmala that the Baltic Assembly, a body established over a decade ago for parliamentary cooperation between the Baltic states, was in need of major reorganization. Ene Ergma, speaker of Estonia's Parliament, told reporters that the Baltic Assembly had worked very well until recently, and that after the three countries accede to the EU in May the trilateral institution must be reorganized to form "not such a large organization." Lithuanian Parliamentary Speaker Arturas Paulauskas said that "the three Baltic states have travelled a hard road" to NATO and EU membership. "I am very happy about the achievements and agree that the Baltic Assembly is in need of reform, and we are ready for this," he added. Ingrida Udre, speaker of Latvia's Parliament, said that the nature of cooperation between the three Baltic states would change once they all joined the EU and that the common goals for these countries would evolve as well. Udre also stated that within international organizations, such as the NATO Parliamentary Assembly, Baltic representatives should cooperate more and support the solution of one another's national issues. She said that such Baltic cooperation could have been a great asset in the case of the minority education reform in Latvia, which has been harshly criticized in the international sphere by Russia. The reform plan for the assembly is expected to be prepared by November. At the meeting, the presidium of the Baltic Assembly also condemned the recent inflammatory remarks made by Russia's Deputy State Duma Speaker Vladimir Zhirinovsky against Latvia. The assembly's formal announcement stated that the comments made by Zhirinovsky, which included a threat to annihilate the Baltic country, could be qualified as "completely irresponsible, as they include open encouragement for terror and create tension in mutual relations." Remarks by the deputy speaker of the State Duma in recent weeks caused a scandal, as he stated that death-squads in Russia were prepared to wipe the country off the face of the earth and bombard the capital cities of the Baltics. The authors of the announcement passed by the Baltic Assembly said that such remarks had also been made earlier, raising questions as to why neither the Russian State Duma nor the Russian Foreign Ministry have yet reacted to these inflammatory words. "The democratically thinking politicians that have united on April 3 in the fight against terrorism across the world have the right to expect from their Russian colleagues not only condemnation of such remarks but also measures to prevent this from repeating. With this the Russian State Duma would in action prove that it is ready to fight terrorism in any form of expression," stated the announcement.
