Parliament's last benediction of May enlargement The European Parliament last week crowned a decade of debate over European Union links eastwards and southwards, when it voted its final report on the ten countries that will join the EU on May 1. In its March 9-11 plenary session in Strasbourg, the Parliament welcomed the impending accession of Cyprus, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovakia and Slovenia. And it welcomed "the in some cases overwhelming support for accession by the public manifesting itself in the result of the referendums in the new member states". Since the early 1990s, the European Parliament has been one of the most energetic supporters of what has turned into the biggest enlargement ever of the European Union. Now, just weeks before the ten new member states join, it has delivered its final opinion on the pre-accession process. But the Parliament's involvement in enlargement has never been merely ceremonial. Throughout the long years of planning and negotiations, while it has offered encouragement both to the candidates and to the current member states, the EP has always been realistic too, and very demanding. It has been ready at all times to study the issues closely, and to offer strong views on how enlargement should be managed. Inevitably, therefore, as the acceding states become member states, the Parliament's benediction was also carefully balanced with advice, endorsing most of what the Parliament's foreign affairs committee had remarked on last month (see EWN February 24 2004). The Parliament insisted last week that the "impressive" reforms in the new member states should continue: they should not "relax in their efforts to pursue their aim of fully achieving European standards upon accession" including particularly, Parliament noted, "the Roma". "There is still a big gap" in implementation and enforcement of EU legislation in important areas in some of the new member states; "major problems" with managing the Sapard agricultural aid programme have caused delays in payments; and "persisting deficiencies" in veterinary control remain a hazard to health; and "widespread corruption in the public sector" gives cause for "particularly serious concern". The European Commission was urged to keep up pressure to ensure full compliance with the rules of the EU. The Court of Auditors was urged to focus particular attention on the way the new member states handle payments to the EU budget. The EU15, meanwhile, should exercise caution in their imposition of controls on movement of workers, and abolish these barriers "as soon as possible". And all member states, new and old, were enjoined to "speak with a common voice in world politics", and to "clear the way for the adoption of the EU Constitution on the basis of the Convention text before 1 May 2004". The Parliament's last pre-accession report on the ten new member states also carries a long list of country-specific comments. Concerning BSR countries: - Estonia's recognition of professional qualifications, labour law, regional development, electricity and gas liberalisation, equal rights for men and women, and treatment of the 165,000 stateless persons. - Latvia's "persistent high level of corruption", the length of pre-trial investigations, overcrowded prisons, the low priority given to investigating human trafficking, and the need to integrate ethnic minorities. - Lithuania's "high and persistent unemployment", security at its borders, fighting illegal trafficking and organised crime. - The continuing damage that corruption in Poland is inflicting on economic and political activity; security for foreign investors; unemployment; food safety; the judicial machinery; the civil service; and recognition of professional qualifications. Source: Enlargement weekly Free movement of workers debate swirls around May 1 enlargement The discussions over the right for workers from new member states to move around the European Union after accession have remained in high profile as May 1 approaches. Sweden last week presented legislation to its parliament to impose work permits on workers from the member states in Central and Eastern Europe, and similar measures are coming into effect in most of the EU. Former Polish foreign minister Bronislaw Geremek said in Brussels that restrictions on freedom of movement for workers from the new member states had reduced support for EU membership in Poland to 37%. Meanwhile, European Enlargement Commissioner Gnter Verheugen suggested during a debate in the European Parliament in Strasbourg that the current member states might have done more to inform and prepare their citizens for enlargement, so that the last-minute invocation of transitional provisions could have been avoided. And European Justice and Home Affairs Commissioner Antonio Vitorino made clear that new EU laws allowing EU citizens and their families to move and reside freely throughout Europe will not lead to "social tourism". Easier freedom of movement will not necessarily see prosperous member states invaded by migrants from poorer eastern member states when Europe enlarges. Hans-Gert Poettering, Chairman of the majority EPP-ED group in the Parliament, went out of his way to make clear that the people of central Europe, Cyprus and Malta are welcome in the EU. As he said: "We need to be pleased and grateful that people from Central Europe have taken up our values, democracy, market economy, and the rule of law", Source: Enlargement weekly Thirty-strong Commission holds first meeting The Commission of the enlarged EU-25 held its first unofficial meeting on 16 March with the participation of the ten new commissioners who will be joining the Commission from 1 May until 31 October. The debate centerd around the restrictions to free movement of labour from the new Member States introduced by a majority of the EU-15. Commissioners from the ten new countries called for policies based on facts rather than "unfounded fears" and expressed the hope that the EU can "avoid dramatising the situation". According to a Commission spokesman, President Romano Prodi will raise the issue at the upcoming EU Summit on 25-26 March. The ten new commissioners will go through hearings before the European Parliament 13-15 April. The first official meeting of the enlarged Commission is expected to take place in early May during the Parliament's session in Strasbourg. The Commission on 16 March also announced the launch of versions of the Europa Internet server in the nine new languages. Source: EurActiv Countdown to enlargement The Nordic Council theme conference in Helsinki after Easter will be about the Northern Dimension in the enlarged EU. The historic enlargement of the European Union on the 1st of May will drastically alter the political map of North Europe. The three Baltic states and Poland will join the community and enlargement will have a direct impact on Nordic and Baltic relationships with Russia. Two weeks in advance of the historic date, the Nordic Council is to host a theme conference on the Northern Dimension in an enlarged EU. Participants include the Speaker of the European Parliament, Pat Cox, and the Finnish Speaker, Paavo Lipponen. The conference will be in Helsinki, 14-15 April 2004. Much of the conference will be taken up by six sub-sessions. They will discuss co-operation on innovation and research, the preconditions for economic development in Russia, health care and measures to combat the spread of contagious diseases, the biotechnology sector as a powerhouse for commercial growth, prioritisation in the environmental co-operation with Russia and the campaign against trafficking in women and children. The theme conference is open to the media. Source: Nordic Council Lack of interest in EU politics Studies of power and democracy in Denmark and Norway have reached quite different conclusions. Turnout has been falling at elections in Norway but not in Denmark. The number of party members in both countries has fallen, from 25% to 5%. Professor Lise Togeby, the chairperson of the Danish study, explained some of the reasons for the more optimistic Danish conclusions at a meeting of the new Nordic Council of Ministers Democracy Committee on 16 March. She explained that there is quite substantial interest for politics in Denmark. Most people are interested in national politics but not in EU politics. She also noted that is too soon to conclude whether IT will lead to new opportunities for political participation, but the Internet has spread particularly rapidly in Denmark. Source: Nordic Council Three new Member States among worst hit by drug-resistant tuberculosis Multidrug-resistant tuberculosis (MDR-TB) is a major public health issue in the countries of the former Soviet Union, which includes new EU Member States Estonia, Latvia and Lithuania. This is one of the main findings of a report by the World Health Organisation (WHO), entitled "Anti-Tuberculosis Drug Resistance in the World - Third Global Report". The WHO report finds that MDR-TB is ten times more likely to occur in certain parts of Eastern Europe and Central Asia than in the rest of the world. Drug resistance among new TB patients can be as high as 14 per cent in the top ten global hotspots, among them the three new EU Member States. Multidrug-resistant TB is defined as resistance to the two most commonly used medicines used for its treatment, ie Isoniazid and Rifampicin. Patients develop drug resistance as the result of an improper use of antibiotics. According to the report, DOTS, an internationally agreed strategy to prevent the emergence of drug resistance, is the best solution to the situation. It is designed to ensure that patients take their medicines properly. The WHO's DOTS Plus programme builds upon DOTS and is used in selected areas with moderate to high levels of MDR-TB in order to combat an emerging epidemic. It takes into account the use of so-called 'second-line' drugs with more severe side effects. 24 March 2004 will mark the World TB Day. Source: EurActiv Women underrepresented in research New data procured by the Nordic Academy for Advanced Study shows that the Nordic Region, which is otherwise at the forefront of gender equality, lags behind in the research sector. Only 30% of Nordic researchers are women. The number of women varies in the different countries, sectors and subjects. Only 14% of professors are female and the number of researchers is as low as 5% in the technology sector. The EU has devoted considerable attention to the theme of women and science in recent years. Placing obstructions in the way of womens scientific careers is considered a waste of human resources, said senior advisor Lehmann Sundnes of the Norwegian Institute for Studies in Research and Higher Education, NIFU, which collated the data for NorFA. Source: Nordic Council EU to appoint a 'Mr Terrorism' but 'European CIA' a long way off Interior Ministers and Member States permanent representatives to the EU agreed in principle to a proposal by EU foreign policy chief Javier Solana to appoint a European security co-ordinator. The new post would be held by a top level Council official under the responsibility of Javier Solana. This represents a setback for the European Commission, which had been eyeing up the post. A formal decision is expected at the European Council. Austrian proposals to create a European CIA-style intelligence agency to pool information on the extremist threat were rejected. "That would not be useful... We have to network the intelligence services that exist," said German Interior minister Otto Schilly calling for regular meetings of intelligence chiefs in Brussels. "The creation of new institutions will only delay improvements on the ground," French Interior minister Nicolas Sarkozy had said ahead of the EU talks. The common feeling is that the operational co-operation of national intelligence and police agencies is what matters. To this end, the Commission proposed setting up a new co-ordination mechanism, what it calls a 'clearing house', for the exchange of information between Europol, Eurojust and intelligence services. Javier Solana said the EU also needed to improve its dialogue with third countries where counter-terrorism needed to be enhanced. He named no countries but diplomats have pointed to the need for better co-ordination with Arab and Muslim countries. Juergen Storbeck, head of Europol, the EU police agency, told the ministers he saw no immediate threat of new terrorist attacks but stressed the need to reinforce intelligence cooperation for this summers European football championships in Portugal and the summer Olympics in Athens. Source: EurActiv Solana warns against an over-reaction after Madrid The EU's foreign policy Chief has warned against an over-reaction in the European Union following the bomb attacks in Madrid on 11 March. In an interview with Bild am Sonntag Mr Solana said "Europe does not find itself at war". The fight against terrorism "must be carried out with various instruments". "We need better co-operation between police, justice and intelligence services. We must expose the financial sources of international terrorism and raise the safety of our public transport". He added that an anti-terror coordinator could provide a useful service for the EU and stressed the importance of a solidarity mechanism where member states can help each other quickly if one country is victim to a terrorist attack. Mr Solana also spoke out against changing the European "way of living". "We are democrats who love freedom". His comments come as Europe has seen a rush of high-level meetings since the Madrid attacks to try and co-ordinate the fight against terrorism. Several new proposals such as rules on retaining communication data (from telephones and the Internet) and a European register on convictions are being considered. Today EU foreign ministers gathered in Brussels where security measures toped the agenda - they further discussed proposals by EU justice ministers for an anti-terror coordinator, and how to improve cooperation and trust between member states on intelligence issues. Committee calls for Brussels as permanent seat of Parliament The Parliament's Committee on Budgetary Control has called for Brussels to be made the permanent home of the European Parliament. The Committee reasoned that most parliamentary activity already takes place in Brussels where the other EU institutions are located. Noting that the cost of maintaining three places of work (Brussels, Strasbourg and Luxembourg) would rise to over 200 million euros per year after enlargement, it called for the Strasbourg building to be used for another purpose such as to house the first genuine pan-European university.
