The Commission meeting continued afterwards in two working groups. A follow-up of Kalmar meeting was given in one working group. The group agreed that a relaunch of the web pages should be made with the layout of the book of demands. The commission (chair) should find out if this could be done with professional advice. The work been done in Rostock for a new design of the commissions website should be taken into account and out of the two strings (book of demands and internet page developed in Rostock) a common website should be formed. An idea was brought up in addition, that in one of the UBC-cities a European-Volunteer-Service Volunteer could work on information spreading and internet strategies, Liepaja showed interest in realizing this idea. Parallel in the second group the work of the UBC-Commission on Youth was introduced to the new cities, as there were many new representatives in the meeting. This introduction was of big importance as it is of high value to strengthen the commitment of young people and social workers in the UBC member cities towards the UBC-Commission on Youth. 18.30 Charlotte Gustafsson closed the meeting of the first day. Saturday 13/5 Estonian National Library 9.00 Silver Pramann opened the meeting in the Estonian National Library. All participants introduced themselves with short presentations to the group. Mathias Larsson, the new project-coordinator for the project EVS in the Baltic Sea Region, gave information about aims and possibilities with this new project. The project is a cooperation between Kumulus (a National resource center on local/ regional youthpolicy & international co-operation for youth) based in the City of Kalmar, Sweden, and the UBC Commission on Youth Issues. The project has gained funding from the Swedish National Board for Youth Affairs and the County of Kalmar. The project is open to all UBC cities but can only fund participants from Estonia, Latvia, Lithuania, Poland and Sweden. The aim of the project is to increase the number of EVS projects in the Baltic Sea Region and also improve quality of EVS projects. Mathias will therefore work with spreading information about EVS and arrange EVS trainings for so called sending and hosting organisations. Silver Pramann presented the results of the preparation group for the Prnu Conference: - The target group should be youth from 16-25 and civil workers. Facilities needed for conference: - Working group rooms (working room 10-20 persons), one conference room, several smaller working rooms and a social room. The workshop leaders should be able to see the place of their workshops before. Transportation will be needed from Tallinn to Prnu or from Riga to Prnu. Meals could be simple but should be healthy and of good quality. Funding could come from EU programme Youth for Europe. The question of a participation fee was brought up, but as many cities will resist taking over a participation fee, a participation fee is not welcomed by many. For the procedure of application suggestions were made and the group agreed on a draft model: If there are to many applications from one city, than a motivation letter can be asked to send in. Every city can send in a certain amount of participants. The application should be send out to all UBC member cities. All cities will be asked to reply. For a certain number of participants from every city the participation can be guaranteed, more participants can be registered on waiting list base with max. 10 participants from the cities. For the countries the applications will be counted in row of handed in applications with first come first served procedure. Possible aims of the conference were presented by Tove: The Book of Demands could be used as a blue print for workshops. There should be an intensive ice-breaking in the beginning of the meeting. The possibility for an exhibition, where politicians and young people meet and where best practise models have the possibility to show their ideas and projects was brought up. Expectations for the conference were described by Vilis: In continuation of the Book of Demands a Book of Results, or a Book of the Best Projects could be collected. To answer the question what to do with the best practise models Vilis group suggested to write a manifest under the subtitle: We want What we will do. The group agreed that we really want young people to demand something and to do something. Organising a video-conference could be a line-up for the conference, where one can see what has been done in reality. A common press release should be realized and a Video of results should be published, which parallel to the conference in one of the workshops could be produced. Kenneth from Kolding presented the summary of core values of the UBC-Commission on Youth, in the following discussion the group agreed that these core-values will be added to the Common Values of the Commission. The Commission sees the core values as an idea to fill the Common Values with life. An additional idea to the preparation for Prnu conference was made, as a Kenneth suggested to form a Debate Police with young people dressed in the same cloths will function as scouts in the discussions, interrupting those talking too much and asking those who are too quiet in the groups for a reaction. Helge informed about the work of the Baltic Sea Secretariat for Youth Affairs and spread out the news about the competition Youth Work & Work 4 Youth and the Baltic Sea Youth Conference on the same topic in Kiel in September 2006. All youth groups and youth initiatives etc. around the Baltic Sea are invited to send in their project examples. Romy Sommers from Animare, a project agency from Rostock, gave preliminary information about the project proposal for a project application of the UBC-Commission on Youth in the EU Youth programme, Action 5 - Support of measures, capacity building and assist for youth actions, European Voluntary Service and youth initiatives. Demands for the project: One priority field, innovative elements, no standard network activities, clear trans-national European dimension. Priority fields: Cultural diversity and tolerance. Timetable: Closing date July 1. Duration: Min. 18 months, up to 3 years. Information to applicants about the outcome of the selection process by November 2006, the agreements delivered for signing by December 2006. In the following discussion the strategy was mentioned as quite traditional and round table methods as quite traditional, too. The project should go for being innovative for real some members stated. Contra-arguments were named: While in Vilnius round tables for example are well developed they are not known overall in Sweden for example. The project should combine different values and ideas. Inviting artists and performances could give a visualisation of values. What means to be innovative? To take away all the normal things and to keep all the things you normally dont do was the answer from Michael from Denmark. Sunday 14/5 Hotel Tallink 8.50 Charlotte Gustafsson opened the meeting. Romy Sommers presented more detailed information about the planned project application to the group, discussion about the application was following. Concerning the staff for the project Charlotte explained that we need one full time person employed as the project is so huge. The question of partners in the project was brought up and the question of the core idea of application was risen. For answers the Commission took a closer look to the work packages. Partners interested in the project: Kolding, Tallinn, Liepaja, Kalmar, Baltic Sea Secretariat for Youth Affairs and maybe Kaunas. It was pointed out that all partners have to keep the deadline in mind. Splitting of the money would make it possible to give a bigger amount of money for the leading application member. Questions of co-financing the budget should be solved in the project partner cities/organizations. While Animare counted in first draft project proposal a number of 10 cities this number was reduced during the discussions. Responsibility for the project is bared by: Kolding, Tallinn, Liepaja, Kalmar, the Baltic Sea Secretariat for Youth Affairs and Kaunas, for Kaunas it has to be figured out, how and if the city can support the project proposal. The Commission than turned to the question of core ideas of the project: A focus should be on Youth as a resource and to see the Baltic Sea Region as the possibility to connect youth work and youth initiatives. Astrid Lindgren and her books were mentioned as a possibility of connection between youth in the Baltic Sea Region, as children and youth from all Baltic Sea Countries know her books and as the characters in her work all give some specific ways of understanding what it means being young and finding a way of living in and with the society. Possible headlines could be as follows: Sustainable development and youth as a resource.; The Baltic Sea links us together, Our generation fulfil the region with a common spirit. Or a quotation form one of the works of Astrid Lindgren. After the discussion about the project proposal the discussion group for topics of Prnu conference gave their summary: Innovation on the conference could come through new methods like the dream method, asking for example: What is important in your dreams and what could you do to make your dreams reality? It is most useful to talk about spontaneity and innovation for and on the conference. Workshops should include digital camera techniques - participants could be asked to take digital cameras with them and could be asked to take photos on a certain question on the conference and use them later for an exhibition, so that values and influence can be visualised through the pictures. Theatre methods would empower young people exploring their own limits. Rhetoric workshop to make youth know how to speak for a big amount of people was mentioned in addition. An open platform and interests brought in from the youth and others should exist. A panel discussion with ministers responsible for youth in all the Baltic Sea States was suggested. Suggestion for a topic covering a lot of perspectives was made. More concrete ideas will be send out from Romy to all the cities in the project, the possibility to meet in Copenhagen-Airport to sign the project proposal was brought up.
