Survey on implementation the Convention on the Rights of Persons with Disabilities

Dear UBC members,

The Convention on the Rights of Persons with Disabilities is an international human rights instrument of the United Nations intended to protect the rights and dignity of persons with disabilities. Parties to the Convention are required to promote, protect, and ensure the full enjoyment of human rights by persons with disabilities and ensure that they enjoy full equality under the law. The Convention has served as the major catalyst in the global movement from viewing persons with disabilities as objects of charity, medical treatment and social protection towards viewing them as full and equal members of society, with human rights. The Convention came into force in May 2008. As of March 2013, it has 155 signatories and 130 parties, including the European Union, which ratified it in December 2010.

The President of the Union of the Baltic Cities (UBC), Per Bødker Andersen, has asked the Chairman of the UBC Business Commission in coordination with the Chairman of the UBC Health and Social Affairs Commission to carry out a survey on the implementation of the Convention in the Baltic Sea Region.

President Per Bødker Andersen will present the results at the International City Forum in Kiel in June 2013 and make them fully accessible to all members of the UBC. All results are presented anonymously, of course. Participation in the survey will take no more than 10 minutes and can be performed exclusively on a computer.
