How to build up community based on social services for vulnerable groups?

UBC Commission on Health and Social Affairs


Dear Colleagues,

The City of Tartu is honoured to invite representatives of UBC member cities to participate in the meeting of the UBC Commission on Health and Social Affairs on 30-31 May 2013 in Tartu.

Being a center of development for the Estonian health care and social care the City of Tartu pays much attention to partner cooperation,exchange of knowledge and experience with the university hospital and other higher education establishments and definitely with the respective community units within the region as well in Europe and the world

Reffering to the above said the following topics would be proposed to be discussed at the meeting:

- community work with vulnerable groups (young parents, immigrants, families with low social skills, drug and alcohol abusers, homeless etc.);

- community based, etc. alternatives of social services;

- cooperation vs. competition between institutional and community care;

- best practice of the provision of welfare services related to cultural diffrences.

A city is as if a living organism which is constantly changing. Every point of the life arc contains its challenges and choices.How to react, which road to take with the purpose of sustainable and balanced development of the city? Wise choices help the city cope with changes and move on - to do right things in the right order at the right time.
