The Union has an observer status with:
- the Council of Europe’s Congress of Local and Regional Authorities of Europe (CLRAE)
- the Committee of the Regions
- the Parliamentary Conference on Cooperation in the Baltic Sea Area
- the Helsinki Commission (HELCOM)
- the Council of the Baltic Sea States (CBSS).
The UBC cooperates with numerous Baltic and European organisations.
